Uploads are stopping at 1.39k/b

Try shutting down Boinc, then restarting the computer and see if Boinc picks back up again. I know the old 'did you try restarting the computer' trick, the point is it does work sometimes and is any easy thing to try. If it doesn't work there are few other things to try on your end.
